Party General Secretary Nong Duc Manh has asked Ho Chi Minh City to lead the key southern economic region with higher than average growth and become the country's and region's economic, financial and trade hub.
Addressing the ninth Ho Chi Minh City Party Committee Congress for the 2010-2015 term on October 5, the Party leader emphasised the necessity of improving the quality of the city’s planning in various fields, particularly urban development and infrastructure, to facilitate its long-term development.
He suggested Ho Chi Minh City pay more attention to improving the quality of education and training, and develop training courses and skilled human resources to meet the city’s development requirements.
The city should also ensure its security and defence while maintaining political and social order.
The Party chief used the occasion to highlight the city’s efforts to achieve a five-year average GDP increase of 11% and upgrade its infrastructure.
The city has paid due attention to social welfare, he said, adding that the people’s living conditions have improved, and progress is evident in the city’s Party-building work, political systems and other sectors including education, training, healthcare, science technology, culture, and society.
He commended the municipal Party Committee, authorities, Fatherland Front, mass organisations and people on their creativity and resilience.
The Party leader, also pointed out shortcomings such as slow economic restructuring, low-quality growth and competitiveness, and the overloaded urban traffic infrastructure, as well as weaknesses in urban planning and management.
The city’s GDP and industrial growth have failed to meet set targets while the quality of human resources was far from meeting the requirements of development and integration, he said.
Municipal Party Committee Secretary Le Thanh Hai said that, despite global complexities and domestic difficulties, the city’s Party Committee, authorities and people have made considerable efforts to control inflation and economic degradation while consolidating the state and collective economy and bringing into play the market and private economy.
The proportion of luxury services has increased while the number of industries employing workers has dropped, he said.
He reiterated that the city’s new social welfare and poverty reduction programmes have improved people’s lives, social security has been maintained, and the quality of Party organisations and members has been raised.
The city has also promoted administrative and judicial reform, and the fight against wastefulness and corruption, he added.
From now until October 8, the congress will review the implementation of the previous Congress Resolution, decide orientations and tasks to develop the city, the progress of Party building work and the political system, and work out solutions to achieve the targets set for the 2010-2015 period.
The congress will also elect delegates to the Executive Committee and the 11th National Party Congress. (VNA)
